There are many places close to Vancouver where you can dive and the variety of underwater wildlife is probably more diverse than you would expect. The Gulf Islands and Vancouver Island offer more pristine environments than the areas around Vancouver itself. I am a Scuba Diver, myself, but I have to confess I've only ever done it in the tropics. I hope to rectify that situation soon. Courses here are quite cheap. I've seen the basic PADI open water certification for $199 Canadian. This translates to $120 US. I did mine in Honduras, generally considered the cheapest place in the world to do it and it cost me $160 US.
